Adds configurable connection timeout for HttpClientStreamableHttpTransport/HttpClientSseClientTransport to resolve default 10-second timeout limitations.

Motivation and Context
This PR addresses intermittent connection timeout issues caused by the hard-coded 10-second default timeout in HttpClientStreamableHttpTransport and HttpClientSseClientTransport. Previously, users could not customize this value, leading to failures in high-latency environments. The implementation now exposes the connection timeout as a configurable parameter, allowing users to set an appropriate value based on their network conditions.
